According to a Reuters report on October 23, the CCTV-affiliated social media account "Yuyuan Tantian" said in a Thursday post that Chinese AI developers DeepSeek and MiniMax have received state approval to use their AI models globally. The account added on Friday that overseas netizens are calling on other Chinese open-source large language models to follow suit.
The timing of the approval is notable: on October 16, China proposed export controls on 23 AI technologies, covering models, agents, and computing clusters; the Ministry of Commerce clarified at the same time that most AI technologies remain exportable, open-source technology exports will see simplified licensing, and overseas computing centers built by Chinese companies will face no restrictions. With controls and green lights advancing in parallel, the "global use" approval is seen as part of a coordinated policy package.
In the background, the China-U.S. AI race is seesawing: the U.S. Department of Homeland Security recently ordered federal civilian agencies to remove DeepSeek products; two days later, news broke that DeepSeek is raising nearly RMB 100 billion in funding, with CATL and Tencent among the investors. Neither company has responded to requests for comment, and the specific scope and conditions of the approval await further official disclosure.
